Recognizing the key role Information Technology can play in the quality of service offered to its citizens, the Government of the state of Zacatecas embarked in a project to improve its IT development capacity. Quarksoft was selected to help the government achieve these goals. Lead by Pedro Pinto, Quarksofts Chief Architect, a Quarksoft team worked with the Government to define an IT governance structure that allowed different, geographically dispersed IT divisions to maintain a necessary degree of autonomy while still being able to share development efforts and integrate previously isolated systems. Heavily influenced by the SOA paradigm, this governance structure standardized processes, technologies and protocols including SOAP, WSDL, UDDI, J2EE, MySQL, Apache, etc.

Building on this standardization effort, Quarksoft was then asked to design a central citizen registration system, bringing together citizen information from several existing databases and providing an open, unified and scalable interface to Citizen data. The scale of the system, which is expected to handle over a million Citizens records and serve as the basis for all Citizen oriented systems in use by the Government, brought several challenges in the areas of security, performance and reliability, which had to be carefully resolved by Quarksoft's Software Architects.

Delivering quality services to citizens involves more than deploying web sites for isolated processes. To offer better services to citizens, to use Government resources in an efficient manner and to provide Citizens with reliable information, distinct government agencies have to be able to share applications and data. By establishing an IT Governance model and designing the central Citizen information system, Quarksoft made key contributions to these goals, while consistently delivering extraordinarily high quality on time and on budget."
