The Instituto de Seguridad y Servicios Sociales de los Trabajadores del Estado (ISSSTE), the Mexican government agency responsible for providing health care benefits to over 10 million civil servants, engaged Quarksoft to develop a new system to manage appointment scheduling for its beneficiaries. Requirements for the new system included high performance and reliability, as the system would handle all appointment scheduling for over two million beneficiaries, with targeted appointment scheduling times between 30 seconds and one minute. Given the availability of an on-site customer representative and the short time to market requested, the Quarksoft team opted for an Extreme Programming (XP) inspired development model. The .NET platform was used to deliver an ASPX solution in record time. The system was deployed to production in May 2004. Performance requirements were exceeded and very high quality was achieved: despite heavy daily usage, as of early 2007 no production defects have yet been found.
